When loan rates are not moving at every policy meeting, the under-construction market becomes a reading exercise. The question is no longer only which city has more projects. It is which official register lets a buyer see the possession month, the latest progress filing and the unit base in the same place.
Quietlist's read of the official RERA registers in this cross-city set shows four different market shapes: Maharashtra has 7 ongoing projects across 6 localities; Bengaluru has 4 ongoing projects in 1 locality; Noida-Ghaziabad has 2 ongoing projects in 1 locality; Gurugram has 2 ongoing projects across 2 localities. That is enough spread to compare behaviour, not enough to call the whole national market.

Maharashtra is breadth; Bengaluru is underwriting
Maharashtra gives the widest map in this set. Sobha Inizio sits in Sewri, with possession by March 2034 per its MahaRERA project record. Panvel has Bhagwati Elysia III and Bhagwati Elysia IV, each with possession by December 2029 per their MahaRERA project records. Pune adds Kirkatwadi, Bhugaon, Moshi and Saswad, with possession months running from December 2027 to January 2030 in the returned MahaRERA records.
That breadth is useful for a buyer who is still choosing a city pocket. It is less useful for a buyer who has already decided to wait for a home and now wants to price the wait in time, progress and disclosure.
Bengaluru gives the sharper test. Sobha Crystal Meadows Phase 2 Wing 7 And 8, Sobha Crystal Meadows Phase 3 Wing 9 To 15, Sobha Crystal Meadows Phase 4 Wing 23 To 28 and Sobha Crystal Meadows Phase 5 Wing 16 To 22 all sit in Fraser Town. Their K-RERA Q4 2025 QPR filings were submitted on 13 April 2026. Each reports 0.0% construction completion at that point.
That is not a comfort line. It is a hard underwriting line. A buyer looking at possession windows from June 2031 to December 2035 is not buying visible progress today; the buyer is buying into a long official schedule at the start of work. The value of the K-RERA filing is that it makes that trade-off explicit.
The city comparison is uneven in a useful way

Noida-Ghaziabad is a clean paired read. Mayflower AT THE Prestige City and Mulberry AT THE Prestige City are both in Indirapuram, both under the Prestige name, and both carry November 2029 possession signals in the UP-RERA records. The buyer's work is to compare the two official project pages and the home specifications, not to treat the pair as a single interchangeable bet.
Gurugram is different. Sobha Altus in Sector 106 has a Q2 2026 QPR filing with HRERA dated 15 July 2026 and 296 units returned in the latest view. Sobha Crescent Phase - 1 in Sector 71 carries a March 2033 possession signal in the HRERA record. Same brand, different sector clock, different paper trail.
Fraser Town shows a slow, readable market
The K-RERA monthly registration series for the relevant Fraser Town pincode does not show a rush after the rate backdrop settled. It shows a narrow, steady trickle: 0 registrations in August 2025, 2 in September 2025, 1 in October 2025, 1 in November 2025, 1 in December 2025, 1 in January 2026, 0 in February 2026, 1 in March 2026, 2 in April 2026, 4 in May 2026, 1 in June 2026 and 1 in July 2026.

That shape matters because it changes the buyer's posture. A market that is not sprinting gives time to read filings. But in Fraser Town, the filings also say the wait is real. Four phases, the same QPR filing date, 0.0% construction, and possession spread across June 2031, December 2032, December 2033 and December 2035. The register is not asking for urgency. It is asking for patience with open eyes.
The judgement
The rate hold is useful only if buyers use the pause well. Maharashtra offers location spread. Noida-Ghaziabad offers a same-locality pair. Gurugram offers a sector comparison with one large unit base visible in the latest HRERA view. Bengaluru offers the most disciplined wait: the official papers put units, progress and long possession months side by side.
That makes Fraser Town the hardest and clearest underwriting call in this set. If a buyer wants near-term completion, 0.0% construction in the latest K-RERA QPR is a direct warning to slow down. If a buyer is comfortable with a long-dated home, the same filing is useful because it removes romance from the decision. The rate pause gives households time. The register tells them what that time is likely to cost in patience.
