Chennai’s registration rebound gives apartment buyers little reason to hurry: plotted developments contributed 111 of the 114 additional registrations in 2025 compared with 2024, according to TNRERA’s Chennai-region project-registration entries. Noida’s increase leaned towards commercial projects. Ahmedabad’s residential and mixed-development registrations moved lower. These markets deserve different readings, even when the starting question is the same: what does registration activity tell someone choosing a home?
Tamil Nadu has reconstituted its real-estate regulator, appointing K Phanindra Reddy as chairperson, according to The Times of India. The development brings attention to the institution. For buyers, its register offers something more practical: a way to separate the kinds of property behind a regional headline.
Quietlist’s reading of dated registration entries across TNRERA, GujRERA and UP-RERA shows why that separation matters. A rise led by plots answers a different question from a rise in residential buildings. A change spread across categories calls for a different comparison again.
Read each region on its own terms
TNRERA’s Chennai-region registration entries rose from 915 in 2024 to 1029 in 2025. GujRERA’s Ahmedabad-district entries moved from 569 to 514. UP-RERA’s Noida-register entries increased from 82 to 89. The chart shows the later annual totals, counted by each project’s filed registration date.

These are registration counts across different regional boundaries and property categories, rather than measures of sales, available homes, current construction, possession or demand.
Chennai’s regional comparison covers Chennai, Chengalpattu, Kancheepuram and Tiruvallur districts, plus explicit Chennai planning approvals. Ahmedabad’s covers its district. The Noida-register comparison includes projects with Ghaziabad as their filed location. The useful comparison is how activity changes within each region and which categories explain that movement.
Chennai’s recovery belongs mainly to plots
The longer view gives Chennai’s increase perspective. TNRERA’s Chennai-region dated registration entries record 1053 registrations in 2023, followed by 915 in 2024 and 1029 in 2025. The latest total recovered towards the earlier level without exceeding it.
The category breakdown is more revealing. Entries filed as Plotted development increased from 627 in 2024 to 738 in 2025, a rise of 17.7%, according to those TNRERA registration entries. Plots represented 71.72% of the region’s registrations in 2025.
That gives a land buyer a clear starting point: examine where the plotted developments are registered, then compare the particular locations and layouts that suit the intended purchase. For a household choosing a flat, the same regional growth headline carries much less weight.
The distinction changes the buying decision. An apartment buyer should expand a shortlist when a suitable residential development appears, with an appropriate location, home layout and documented timeline. A regional increase driven mainly by another property type supplies no comparable reason to act sooner.
Ahmedabad needs a wider housing comparison
GujRERA’s Ahmedabad-district project-registration entries show a reduction across the filed categories below. The residential and mixed-development categories remained close in registration count.
| Filed project category | Registrations in 2024 | Registrations in 2025 |
|---|---|---|
| Residential/Group Housing | 244 | 218 |
| Mixed Development | 242 | 220 |
| Commercial | 74 | 70 |
| Plotted Development | 9 | 6 |

For an apartment buyer, Mixed Development deserves particular attention. Its 220 registrations in 2025 sit alongside 218 in Residential/Group Housing. A search confined to the latter label could leave relevant developments unexamined. Read each mixed-development project’s description to establish whether its stated uses include the kind of home being sought.
The register also preserves distinct kinds of promoters. GujRERA’s individual registration record for EWS-43, for example, names AHMEDABAD MUNICIPAL CORPORATION as the promoter and classifies the project as Residential/Group Housing. Its filed status is “New”, its registration date is 11 June 2021, and its declared completion date is 7 September 2023. Those details place the historical entry in context rather than treating a familiar category as a complete description of a buying option.
Ahmedabad’s practical lesson is to compare the substance of residential and mixed-development entries together. The category label opens the enquiry; the project description determines whether the development belongs on the shortlist.
Noida’s growth has a commercial centre
UP-RERA’s Noida-register project entries show commercial registrations increasing from 30 in 2024 to 37 in 2025. Residential registrations rose from 43 to 45, while Mixed registrations moved from 9 to 7. Residential growth was 4.65%, compared with 8.54% for the register overall.
That composition makes the overall increase a poor shortcut for judging how much the residential choice has changed. The commercial category contributed the larger increase, while the residential entries provide the relevant starting point for a flat search.
For readers considering Indirapuram, UP-RERA’s individual project-summary records identify Mulberry at The Prestige City and Mayflower at The Prestige City as Residential, with Ghaziabad as their filed location.
| Project | Registration number | Registration month |
|---|---|---|
| Mulberry at The Prestige City | UPRERAPRJ470993/04/2025 | April 2025 |
| Mayflower at The Prestige City | UPRERAPRJ430385/07/2025 | July 2025 |
Both project-summary records name PRESTIGE PROJECTS PVT. LTD. SGS CONSTRUCTION & DEVELOPERS PRIVATE LIMITED as the promoter. Their separate residential registrations give a household specific developments to examine against its location and housing requirements.
TNRERA’s reconstitution makes the register timely reading. Across these regions, the useful habit is consistent: start with the property you intend to buy, identify the relevant filed category, then examine the individual development. That sequence turns a broad registration headline into a comparison a homebuyer can actually use.
