A buyer signing for an under-construction flat is not buying only a floor plan. The buyer is signing up for a construction journey, a payment schedule and a possession month that may sit years away.
That is why Maharashtra’s proposed payment cap is bigger than Maharashtra. The proposal is local. The discipline it points to is national.
The Pattern Is Multi-City
The Maharashtra proposal speaks first to Mumbai and Pune buyers. But the same question travels cleanly to Bengaluru, Noida and Gurugram: how much of the home price should move while the building is still under construction?
Quietlist’s read of the official registers shows different city shapes. Pune is spread across Kirkatwadi, Bhugaon, Moshi and Saswad. Bengaluru is concentrated around Fraser Town, where the Sobha Crystal Meadows phases form a long-dated cluster. Mumbai combines Sewri with Panvel. NCR appears through Indirapuram, Sector 71 and Sector 106.
That spread matters. A buyer in Pune’s nearer-dated set is reading a different cashflow problem from a buyer considering possession in March 2034 or December 2035. The register does not answer whether a payment plan is fair. It gives the dates, status and progress trail a buyer needs before deciding whether the plan is sensible.

Where The Clock Runs Long
The long construction clock is clearest in Bengaluru, Mumbai and Gurugram.
In Bengaluru, Sobha Crystal Meadows Phase 2 Wing 7 And 8, Phase 3 Wing 9 To 15, Phase 4 Wing 23 To 28 and Phase 5 Wing 16 To 22 all sit in Fraser Town. Their K-RERA Q4 2025 QPR filings, filed on 13 April 2026, show 0.0% construction progress for the phases listed here, per the project QPR filings with K-RERA. Their possession timelines run from June 2031 to December 2035, per the same registration filings.
In Mumbai, Sobha Inizio in Sewri is under construction with possession by March 2034, per its MahaRERA registration filing. Panvel’s Bhagwati Elysia III and Bhagwati Elysia IV carry December 2029 possession dates, per their MahaRERA registration filings.
In Gurugram, Sobha Altus in Sector 106 is under construction with possession by December 2031, per its H-RERA registration filing. Sobha Crescent Phase - 1 in Sector 71 carries possession by March 2033, per its H-RERA registration filing.

The City Differences Matter
Pune’s set is the most dispersed. Signature Space Realty in Kirkatwadi, Signature Business Centre in Bhugaon, Prestige Business Hub in Moshi and Prestige Platinum in Saswad sit across 4 localities, per their MahaRERA registration filings. The earliest possession date in the Pune set is 15 December 2027 and the latest is January 2030, per the same filings. That makes Pune a nearer-handover reading than the longest Bengaluru, Mumbai and Gurugram entries.
Bengaluru is different. The Fraser Town set is a phased programme, not a scattered city sample. The QPR filings give buyers a cleaner progress artifact than many markets publish in this register slice: Q4 2025, filed on 13 April 2026, with 0.0% construction progress for the listed phases, per K-RERA. That does not make the projects unattractive. It makes the payment schedule a document to read slowly.
Noida’s Mayflower AT THE Prestige City and Mulberry AT THE Prestige City both point to November 2029 in Indirapuram, per UP-RERA registration filings. The useful buyer question there is not whether the locality has recognisable supply. It does. The question is whether the agreement schedule keeps enough alignment with the registered construction timeline.
The Buyer Judgement
The practical lesson is sharp: a payment cap is not a substitute for project reading. It is a prompt to read better.
For Maharashtra buyers, the proposed 80% restriction would make the completion stage more central to payment discipline, per Hindustan Times. For buyers outside Maharashtra, the same discipline comes from the register. Check the possession month. Check whether a QPR is available. Check whether the progress filing, where published, supports the payment ask.
A long possession date is not a negative fact by itself. Many large projects are built over long cycles. The risk question begins when the cashflow ask runs far ahead of the visible construction trail.
That is the buyer-useful standard. The best under-construction choice is not merely the one with a familiar builder name or a strong locality. It is the one where the registration timeline, the latest filing and the payment schedule can be read together without strain. Maharashtra’s proposal has brought that standard back into view. The register shows why it should travel across markets.
