The July 31, 2026 advisory from India's Ministry of Housing and Urban Affairs asked every state RERA to extend eligible real estate projects by four months. UP RERA acted on it — then narrowed the relief to a specific cohort: projects whose revised or previously extended completion date falls between 28 February and 31 October 2026, per the Times of India. CREDAI UP pushed back fast: per Hindustan Times, the association argued that all ongoing projects should have received the extension without qualifying conditions. The regulator's eligibility window is eight months wide. A buyer holding a flat due in November 2029 is three-plus years outside it.

What the Noida Register Shows

Mayflower AT THE Prestige City and Mulberry AT THE Prestige City are both UP RERA-registered in Indirapuram with November 2029 possession targets. Neither holds an occupancy certificate; both are under construction. Their timelines place them well beyond the current eligibility window. The extension debate that CREDAI UP is fighting is for a different cohort — projects whose registration was about to lapse in 2026, not projects with three years of runway remaining.

That distinction matters. Buyers in the Prestige Noida cluster are not receiving a windfall extension, nor are they being denied one they were counting on. But the wider dispute — whether UP RERA's relief should require any conditions at all — does affect what framework those buyers will encounter if their projects eventually need relief of their own.

Gurgaon: Active Filings, Longer Runways

HRERA-registered supply in Gurgaon carries a longer possession horizon. Sobha Altus in Sector 106 filed its Q2 2026 quarterly progress report with HRERA on 15 July 2026, showing 296 registered units under construction with a December 2031 possession target. Sobha Crescent Phase 1 in Sector 71 targets March 2033. For buyers in these projects, a UP RERA eligibility debate in 2026 is a full cycle away from their possession date.

Bangalore: K-RERA's Long-Horizon Programme

The K-RERA register in Fraser Town, Bangalore carries four active phases of Sobha Crystal Meadows, each filing its Q4 2025 quarterly progress report on 13 April 2026. Phase 2 Wings 7 and 8 shows 59 units targeting June 2031. Phase 3 Wings 9 to 15 shows 59 units and a December 2032 target. Phase 4 Wings 23 to 28 carries 42 units on a December 2033 timeline. Phase 5 Wings 16 to 22, the largest, shows 93 units with a December 2035 possession target — all per K-RERA filings.

All four phases report zero percent construction at this stage, consistent with a programme that runs to 2035. New project registrations in the Fraser Town pincode show a clear uptick through mid-2026: four in May 2026 alone against zero in August 2025, per the K-RERA register — buyer activity well ahead of construction progress.

Maharashtra: The Closest Deadlines

MahaRERA carries the most immediate possession pressure. Bhagwati Elysia III and Bhagwati Elysia IV — both in Panvel — target December 2029. Prestige Business Hub in Moshi targets June 2028. Prestige Platinum in Saswad targets January 2030. MahaRERA operates its own extension framework; UP RERA's conditions carry no weight there. Buyers holding MahaRERA-registered projects on 2028 or 2029 timelines should read Maharashtra's track record on extensions separately.

The Jurisdiction Is Part of the Decision

CREDAI UP's objection is narrow in form but wide in implication. The industry body wants the eligibility window removed — relief without conditions. Whether or not UP RERA concedes, the episode makes visible a structural fact buyers rarely price: when a state regulator grants relief, it sets the terms. The relief from the same central advisory looks different in Lucknow, Gurugram, Bengaluru, and Pune — not because the buildings are different but because the regulators are.

A buyer choosing between a November 2029 flat in Indirapuram and one in Panvel is not choosing between two possession dates. They are choosing between two RERA jurisdictions, two extension frameworks, and two track records of how the regulator has responded when construction falls behind the calendar. That choice belongs on the checklist before any agreement is signed, not after the extension dispute appears in the news.
